Jackson initiated a 13-play, 56-yard drive to Justin Tucker, who kicked a 32-yard field goal to make it 20-27 with 4:54 remaining, before the Ravens’ 11-play, 77-yard drive to Lichley, who caught a 10-yard score, but replays confirmed the 24-year-old’s foot only slightly crossed the white line.
