Seagulls manager Fabian Herzeler said the left-back, who joined the club for £17.5m on a five-year deal, “has a clear winning mentality”.
De Kuiper, 24, made 54 appearances in all competitions last season as Club Brugge reached the last 16 of the Champions League, where they lost to Aston Villa.
De Cooper has 10 caps for his country and will move to Brighton this weekend to begin pre-season.
“Maxim is a creative left-back with a wealth of experience in both the Champions League and domestic leagues,” Herzeler said.
“He has a reputation for creativity and has shown his ability in a number of positions, although we see him primarily as someone who will challenge for the left-back position.”
