The Reds view Elliott, 22, as a highly talented homegrown player with huge potential for the future and will not accept any offer unless it is too good to refuse.
Some Liverpool fans have been slamming Arne Slot for giving the young midfielder little chance, playing just 19 minutes in Sunday’s win over Leicester.
Elliott has not started in the Premier League since replacing Jurgen Klopp at Anfield last summer.
He has made 142 appearances for Liverpool but has played just 637 minutes this season.
Dortmund and Brighton are among those linked with a move for the England Under-21 international.
Elliott is contracted to the Reds until June 2027, having last signed a new deal in August 2022.
